Basic Functions: The membership of the Nominating Committee must be proposed by the District Chairman and District Executive to the Council Chairman or President/Scout Executive by September 1st of each year. The Council Chairman appoints a member of the Council Board of Directors to serve on the Nominating Committee. This committee recommends the district leadership for election at the district annual meeting and assists the District Chairman and all operating committee chairmen in recruiting throughout the year. Evaluation Criteria:
The effectiveness of Council and district operation is determined by the caliber of its people. To ensure continued quality of operations, we must always continue to improve the potential of the leadership from year to year. That means not only careful selection of the chairmen of committees, but also the identification and development of future district leaders.
Policies and Procedures: Copies of the Boy Scouts of America District Election Procedures and of the District Nominating Committee Worksheet can be obtained from the District Executive. General: The nominating committee has a major responsibility mandated in Standard Local Council Articles of Incorporation and Bylaws, No. 33736B. However, the nominating committee should also operate after the annual business meeting to help fill vacancies and to encourage the process of recruiting district volunteers throughout the year. Ninety days prior to the district annual meeting, the district chairman submits suggestions for members of the nominating committee to the council president for approval. This committee should consist of three to five members. The council president has the discretion to add or delete names for the nominating committee from the council executive board or the community at large. It is recommended that the president appoint a member of the council executive board to serve on this committee. If the district commissioner needs to be replaced, the president may want to ask the council commissioner to serve on the committee. When approval is received from the council president, the nominating committee meets with the district executive as adviser to form the slate of nominees for district chairman, one or more vice chairmen, and district members at large, plus a nominee (to be submitted by the district chairman for council executive board approval) to serve as district commissioner.
