District Chairman
Basic Functions
The District Chairman is nominated through the nominating committee process and elected by the district committee members and Chartered Organization Representatives to help lead the district.
The District Chairman is automatically nominated for membership on the council board of directors subject to approval by council executive board for membership.
In leading the district, the District Chairman does the following:
1. Identify and recruit enough of the right people as operating committee chairs.
2. Initiate plans and help committee chairs recruit an adequate number of members to carry out the functions of the district.
3. With the District
Executive, plan and preside at district committee meetings.
4. Work with the District
Commissioner and District Executive to stimulate and coordinate the work of the
district, to ensure the success of the scouting units.
5. In cooperation
with the District Executive, ensure the completion of district goals.
6. Recognize
individuals, committees, and chartered organization for their scouting accomplishments.
7. Support local and
national Scouting policy, procedures and practices.
8. Help to secure
support for Scouting from top community leaders throughout the district.
Evaluation Criteria
These include:
1. To what extent does the District Chairman help the district qualify for the National Quality District Award?
2. To what extent are the goals and plan of the District met or exceeded?
3. Are the operating
committees for which this person is responsible fully staffed by competent
volunteers?
4. How does the
district compare with other districts on measurable results of comparable
functions?
5. Is the District
Chairman an effective leader, one who gets the job done and keeps the group
together?
As with any leadership position, the
leader is best judged by the results achieved by those people who are led.
A clear understanding of the roles and
evaluation criteria for each of the other district leadership positions as
provided in this manual is critical to the leader’s success.
